The Department of Veterans Affairs is recruiting for a Director of Safety and Security.  This is a full-time, forty (40) hour per week position.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services, Bureau of Property and Facilities Maintenance: this class is accountable for planning, developing, coordinating and directing statewide safety and security services and programs at all state owned and leased properties.

In the Departments of Children and Families and Veterans Affairs: this class is accountable for planning, developing and directing safety programs and security services at agency owned or leased facilities and properties.

In the Department of Transportation: this class is accountable for planning, developing and directing security program services at agency owned or leased facilities and properties.

EXAMPLES OF DUTIES

ADMINISTRATIVE SERVICES: Plans, develops, coordinates and directs statewide safety and security services; establishes and maintains statewide standards and procedures to insure employees and the public are protected while on state owned and leased properties as well as to insure security of state equipment and properties; responsible for administering statewide funding for security initiatives; plans and manages unit activities, directs staff and operations of unit, monitors and reviews activities and evaluates staff; directs and may conduct security audits; directs inspections of facilities and makes security related recommendations; coordinates selection and supervises outside vendors in provision of security and safety services; researches, develops and maintains statewide building security standards for state operated buildings; prepares specifications and monitors installation and implementation of security systems and programs; assists state agencies in managing emergency and non-emergency incidents of workplace violence; participates in development and implementation of statewide workplace safety and security training programs; consults and advises agencies in area of security related issues including building design and renovation; assists in investigative activities of local and State Police which deal with properties under state jurisdiction; serves as liaison with other state, federal and local agencies on security issues; provides staff support to Statewide Security Management Council; prepares or recommends safety and security procedure manuals; responsible for statewide database management of security incidents; completes required reports; may review plans and specifications to ensure design features meet statewide security standards; may assist in the development of legislation; performs related work as required.

CHILDREN AND FAMILIES AND VETERANS AFFAIRS: Plans, develops and directs departmental safety and security services; establishes procedures to insure employees and the public are protected while on state and leased properties as well as to insure security of state equipment and properties; coordinates security measures with other agencies or departments as well as community groups and local and State Police departments; assists in investigative activities of local and State Police which deal with properties under state or agency jurisdiction; establishes and coordinates safety procedures in such areas as fire safety, building safety inspection and emergency procedures including medical, fire evacuation and bomb threats; coordinates departmental OSHA safety program and conducts safety complaint investigations to ensure compliance with any safety, health and sanitary codes and environmental regulations; reviews and investigates departmental workers compensation activities; establishes and conducts a training program for departmental personnel and security staff; serves as departmental designee for State Emergency Operation Plan; prepares safety and security procedure manuals; consults with and advises department officials and managers on safety and security matters; oversees maintenance of records and logs of security incidents and completes required reports; performs related duties as required.

TRANSPORTATION: Plans, develops and directs departmental security services; establishes procedures to ensure employees and the public are protected while on state and leased properties as well as to insure security of state equipment and properties; coordinates security measures with other agencies or departments as well as community groups and local and State Police departments; assists in investigative activities of local and State Police which deal with properties under state or agency jurisdiction; conducts security complaint investigations to ensure compliance with policy; establishes and conducts a training program for departmental personnel and security staff; prepares security procedure manuals; consults with and advises department officials and managers on security matters; oversees maintenance of records and logs of security incidents and completes required reports; oversees contracted security services; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of modern security and/or safety procedures and methods; considerable knowledge of state and federal laws, statutes and regulations governing employee security and/or safety including any safety, health and sanitary codes and environmental regulations; considerable knowledge in planning and coordination of security and/or safety investigations; considerable ability to develop, coordinate and direct a comprehensive security program on a statewide basis; considerable ability to organize and present clear and concise oral and written reports; ability to train and provide employee and public security and/or safety information to assigned staff; ability to establish and maintain cooperative relationships with executives, associates, law enforcement personnel and the public; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

ADMINISTRATIVE SERVICES AND TRANSPORTATION: Nine (9) years of experience in a security, public safety, law enforcement, corporate or industrial safety operation.

CHILDREN AND FAMILIES AND VETERANS AFFAIRS: Nine (9) years of experience in a security, public safety, law enforcement, corporate or industrial safety operation including one (1) year in a TJC (The Joint Commission) accredited facility.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Four (4) years of the General Experience must have been in a supervisory capacity in a security and safety unit of a large employer. The scope of special experience must have included both the security and safety of the employees, property, buildings and equipment.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in business administration, public administration, criminal justice or other closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in a field closely related to safety and security may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

ADMINISTRATIVE SERVICES:
1. Incumbents are required to travel in the course of their daily work.
2. Incumbents in this class may be required by the appointing authority to possess Certified Protection Professional designation or the ability to acquire the designation within an established time frame.
3. Incumbents in this class may be required to be on twenty-four hour call.

VETERANS AFFAIRS: Incumbents in this class may be required by the appointing authority to possess one or all of the following certifications:
1. Certified Healthcare Protection Administer (CHPA)
2. Certified Healthcare Safety Professional (CHSP)
3. Certified Safety Executive (CSE)
