Introduction
The Department of Administrative Services, BEST/Application Services Division is currently accepting applications for an Information Technology Analyst 2. This position is full time, 35 hours per week, Monday through Friday and must work within the hours of 7:00am to 5:00pm. It will be located at 55 Farmington Avenue, Hartford, CT .
The position will be responsible for the application development and operational support of the technology for the Department of Administrative Services business portfolio – Procurement, Collections, Worker’s Compensation, SMART HR, Statewide HR, Fleet Services, and Construction Services. Initial focus will be on maintaining, enhancing, and replacing Collections Recovery applications that were custom developed in Access.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency Information Technology (IT) environment, this class is accountable for independently performing a full range of information technology tasks and project coordination work involving infrastructure systems support, security and application development in an IT environment.
EXAMPLES OF DUTIES
Plan migrations and conversions of current Access applications and databases into more robust and secure platforms; Assist in assessment of applications to define short and long term roadmap; Maintain existing applications written in MS Access. Develop new applications written in MS .net using Visual Basic(VB.net), C#, and SQL Server; Design screens; forms, and reports; Utilize enterprise platforms (BizNet and SharePoint) for new development; install and setup MS Visual Studio and SQL Server on a local application server; Debug and correct errors; Participate in a experienced team transition to agile development practices; Perform troubleshooting and analysis with monitoring tools to tune and improve application health and performance.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Six (6) years of experience in information technology (IT) operations, programming, systems/software development or another IT related support area.
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
One (1) year of the General Experience must have been performing professional information technology work in one of the following areas:
1. Installation and support of microcomputer hardware, software and operating systems.
2. Analysis, design and development of information systems.
3. Network hardware and software installation and support.
4. Network hardware and/or software problem diagnosis and resolution.
NOTE: For state employees this is interpreted at the level of Information Technology Analyst 1.
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
1. College training in management information systems, computer science or information technology related area may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling six (6) months of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in management information systems, computer science or electrical engineering may be substituted for one (1) additional year of the General Experience.
PREFERRED QUALIFICATIONS
- Work Experience with MS Access Databases;
- Work Experience with MS .net using Visual Basic, C#(C sharp-programming language), and SQL Server;
- Work Experience programming within an enterprise environment;
- Work Experience with utilities and tools used for batch record processing;
- Knowledge of State architecture and technology standards;
- Work Experience with business process management (BPM) and workflow concepts;
- Work Experience with database design, logical and physical data modeling with enforced referential integrity;
- Ability to plan and organize and successfully complete complex projects such as migrations, conversions, imaging, applications development, and 3rd party software implementations;
- Work experience managing multiple concurrent projects;
- Work experience developing technical and user documentation, including training materials;
- Work experience with software Development Life Cycle (SDLC) best practices;
- Knowledge of object-oriented programming (OOP) and computer science foundations;
- Work experience with productivity tools such as Microsoft Outlook, Word, Excel and Visio.
