Introduction

 This position is located at 450 Columbus Blvd., Hartford.  The hours are 8:30 - 4:30, Monday - Friday.  This individual will serve as the IDEA, Part B, 619 Early Childhood Special Education Coordinator for children ages 3 through 5 receiving special education supports and services.  This education consultant candidate will be expected to demonstrate leadership in the administration, management, policy development, monitoring, technical assistance, and program improvement related to Early Childhood Special Education for Children ages 3 through 5 years.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Education, plans and executes programs of extensive difficulty and scope for the improvement of education in the State; does related work as required.

EXAMPLES OF DUTIES

Assists a Bureau Chief in supervising the broad educational programs and services offered by the State; develops and administers specific programs of major importance within the framework of policies outlined by the Bureau Chief; provides professional leadership and guidance to school authorities, professional organizations, students and various community groups and individuals; may assist in preparing and administering the allocated budget, and in directing the routine functioning of the bureau.

KNOWLEDGE, SKILL AND ABILITY

Thorough knowledge of the philosophy and methods of education with particular reference to the field concerend; teaching skill; considerable ability to deal effectively with others; considerable administrative ability; ability to prepare comprehensive written reports.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

An earned Doctor's degree and eight (8) years' professional experience or in lieu thereof an equivalent combination of experience and training as approved by the Board of Education.

PREFERRED QUALIFICATIONS

The preferred candidate has knowledge of the Connecticut Office of Early Childhood and the Birth to Three System, has completed a planned program of education preparation related to early childhood education, has knowledge of the IEP, IFSP, and special education process, has experience working with students with disabilities, has experience with utilizing data to inform improvement activities, has experience providing fiscal oversite/grant management, and has knowledge and experience providing information, resources, and technical assistance to districts, parents, and other stakeholders related to IDEA and best practice strategies for supporting young students with special needs.  

SPECIAL REQUIREMENTS

Must hold an appropriate certificate issued by State Board of Education.
