The Bureau of Energy and Technology Policy (BETP) is within the Department of Energy and Environmental Protection, and was established in 2011 to develop and implement comprehensive state-wide energy policy. BETP develops plans, programs, strategies and initiatives designed to promote a cleaner, reliable and least cost energy options for Connecticut.
BETP includes three program offices: the Office of Climate Change, Technology and Research, the Office of Energy Demand, and the Office of Energy Supply. The Office of Energy Demand (OED) is responsible for the development, implementation and oversight of state-wide policies on consumer utilization of energy resources. The OED: Oversees state-wide energy efficiency investments and programs sponsored by the State and the utilities; Applies for and oversee federal grant funds in support of energy demand policy goals and objectives; Sets policy goals and objectives, establishes metrics and oversees state-wide data collection and analysis efforts regarding the use of energy resources by consumers.
Office of Climate Change, Technology and Research is responsible for the development, implementation and oversight of state-wide policies and programs to further Connecticut's climate change goals required under Connecticut General Statutes section 22a-200a-200b the Global Warming Solutions Act. The Office also provides program oversight and direction for Connecticut's Regional Greenhouse gas Initiative (RGGI) and the Transportation Climate Initiative. The Office also works on programs to promote innovative renewable energy, and energy efficiency technologies.
The Office of Energy Supply (OES) leads the development of: Connecticut's Comprehensive Energy Strategy pursuant to C.G.S. section 16a]3d; the Integrated Resources Plan pursuant to C.G.S. section 16a-3a; and clean energy procurements pursuant to C.G.S. sections 16a-3f-16a-3j. OES also engages in regional and federal energy policy planning, the evaluation of energy infrastructure, and energy reliability issues for electric, gas, renewables and delivered fuels. OES also is responsible for implementing several innovative energy programs including a statewide micro grid program and programs focused on grid modernization and the integration of energy storage.
BETP has five (5) current opportunities for Research Analysts to be located at Ten Franklin Square, New Britain, CT 06051. The positions are 40 hours per week, Monday - Friday, from 8:00 am to 5:00 pm (flexible).

Planning, developing, and tracking new programs related to Connecticut's climate change, and energy programs including: clean energy procurements; energy assurance; integrated resource planning; comprehensive energy planning; energy efficiency programs including the Lead By Example Program; Energy Savings Performance Contracting; and utility administered energy efficiency programs;
Compiling, tracking and analyzing energy, environmental, engineering, and economic data for research and evaluation purposes;
Monitoring, tracking and modifying existing plans and programs;
Acting as a liaison with other divisions and units; agencies, boards; utility representatives and outside officials
Developing procedures and programs;
Drafting regulations;
Analyzing energy, financial, and other data;
Developing and evaluating grant applications, requests for proposals;
Conducting special studies and preparing reports;
Performs related duties as required.
Knowledge, or experience in an energy related field preferred; (ie. Environmental, Energy or Climate Change policy, energy efficiency, electricity, renewables, utility policy, or engineering);
Knowledge of data analytics;
Knowledge of statistical analyses;
Knowledge of research methods and techniques;
Ability to understand, evaluate and solve problems by exercising judgment and logic;
Ability to read, interpret and understand written material including relevant state and federal laws and regulations;
Ability to interpret and create charts, graphs and tables; ability to read engineering reports;
Learning and reasoning ability;
Ability to use computer software;
Interpersonal skills.
