The Connecticut Siting Council (CSC) is statutorily charged with balancing the statewide public need for adequate and reliable public utility services at the lowest reasonable cost to ratepayers with the need to protect the environment and ecology of the state. CSC evaluates and oversees the construction, maintenance and operation of jurisdictional facilities, including electric and fuel transmission lines; electric substations and switchyards; electric generating or storage facilities; community antenna television towers and head-end structures; telecommunications towers; and hazardous waste facilities.
CSC currently has a job opportunity for a Connecticut Careers Trainee, with a target class of Siting Analyst 1. This position requires technical document review, development of a legal record through pre-hearing interrogatories and witness cross examination at public hearings, analysis of the economic and environmental impacts of proposed facilities; and examination of compliance with certificates and orders through the review of detailed development and management plans, consisting of engineered site plans, construction sequences and schedules, and site inspection reports within statutory deadlines.
This is a first shift, 35 hours per week position located at Ten Franklin Square New Britain, CT 06051.

In a department or institution receives training in introductory governmental work for development of skills and knowledge in field of public administration in order to qualify for advancement into agency professional positions; performs a variety of increasingly difficult duties as skills are acquired during course of training period; performs related duties as required.
Target Class Duties:
1. Manage Docket/Petition Proceedings, which includes, but is not limited to:
Review filings for completeness
Analyze costs and public need and environmental impact of construction, operation, and modification of telecommunications, hazardous waste and energy facilities
Develop legal record, through preparation of pre-hearing interrogatories and cross-examination of witnesses at hearings
Coordinate public hearing activities
Develop Staff Reports, Findings of Facts, Opinions, and other documents
2. Process requests for tower sharing and modifications/upgrades on existing facilities, reviewing compliance with statutory requirements, FCC guidelines, and relevant structural engineering codes
3. Maintain database files of telecommunications facilities in the State of Connecticut
4. Prepare/update the Statewide Telecommunications Plan
5. Contribute to the maintenance of the agency website
Possession of a Bachelor's or Master's degree.
1. If the target job classification has a Substitution Allowed that requires the Bachelor's or Master's degree to be in a specific area(s), then these specific degree areas are required for appointment to the Connecticut Career Trainee classification.
