Introduction

The Connecticut Department of Energy and Environmental Protection (DEEP) is charged with conserving, improving and protecting the natural resources and the environment of the state of Connecticut as well as making cheaper, cleaner and more reliable energy available for the people and businesses of the state.  The agency is also committed to playing a positive role in rebuilding Connecticut’s economy and creating jobs – and to fostering a sustainable and prosperous economic future for the state.  The Bureau of Materials Management and Compliance Assurance (MMCA) is responsible for the proper management of wastes, chemicals and other materials that are critical to the protection of the environment, public health and safety.  

The MMCA Engineering and Enforcement Division/Pesticide Program has a current opportunity for an Environmental Intern. This is a one-year training classification and upon successful completion of the training period, the incumbent will be promoted to an Environmental Analyst 1.

This position is full-time, 35 hours per week, Monday - Friday.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency receives training in introductory professional environmental work for the development of technical and professional skills and knowledge in order to qualify for advancement to the professional environmental work of the agency; performs a wide variety of increasing difficult duties as technical skills are acquired during the course of the training period.

EXAMPLES OF DUTIES

After successfully completing the training period, the candidate will:

(1) directly administer and/or support all facets of PMP permitting, compliance assistance, and monitoring and enforcement tasks for pesticide products/businesses/applicators;

(2) assist compliance monitoring activities by reviewing, prioritizing, and/or finalizing PMP’s response to complaints and inspection reports;

(3) ensure timely and appropriate  enforcement of FIFRA and state laws in accordance with the Department’s Enforcement Response Policy;

(4) prepare required enforcement actions and supporting documentation;

(5) conduct review of registrations/applications for PMP licenses to provide a more expedited response and reduce backlogs;

(6) provide support for PMP planning, development, including legislative proposals and grant management;

(7) obtain and maintain training and compliance with OSHA requirements and Department training policies for compliance monitoring and enforcement staff, including pursuing FIFRA inspection credential criteria as needed;

(8) assist with communicating complicated technical issues such as regulatory requirements, toxicology, and risk assessment to the public and regulated community;

(9) develop assistance, outreach, and guidance materials for the regulated community, general public, and other stakeholders; 

(10) keep current with critical and emerging issues including the use and ban of pesticides at schools/public spaces, potential health effects and exposure pathways of pesticides to sensitive populations, species, and water resources;

(11) participate in interstate coordination and communication on PMP best practices and regional/ national issues of concern;

(12) plan, schedule, and review work status including determining priorities;

(13) coordinate permitting and enforcement tasks with other operating units, agencies and outside officials regarding PMP investigations, case development, and pending applications;

(14) prepare reports and correspondence;

(15) may serve as a Department representative or subject matter expert at public meetings, hearings conferences, and other similar proceedings; and

(16) perform related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Some knowledge of basic theories, principles and practices of environmental and policy analysis; some knowledge of basic statistics; general knowledge of environmental program planning principles and practices; interpersonal skills; oral and written communication skills; analytical skills; research and organizational skills; ability to understand and interpret legislation and technical data; ability to utilize computer software.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor's or Master's degree in a scientific or technical discipline related to the environmental field including but not limited to the biological, earth, or physical sciences; environmental planning; environmental law; leisure services; geographic information systems; geography with a concentration in geographic information systems; environmental or natural sciences; or natural resources.

PREFERRED QUALIFICATIONS

The preferred candidate, through coursework or experience, will have knowledge or ability to:

 (1) acquire investigation, enforcement, and permitting practices and protocol skills;

(2) establish and meet measurable goals;

(3) gain knowledge of pertinent state and federal laws, statutes, and regulations including, but not limited to, the FIFRA and the Connecticut’s Pesticide Control Act;

(4) demonstrate excellent written, oral and electronic communication skills;

(5) demonstrate strong problem solving, organizational, critical thinking and conflict resolution skills;

(6) Knowledge of RBase is a plus;

(7) OSHA 40 hr training is a plus

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on site environments and moderate degree of discomfort from exposure to year round weather conditions.
