The Public Utilities Regulatory Authority (PURA) is statutorily charged with regulating the rates and services of Connecticut's investor owned electricity, natural gas, water and telecommunication companies and is the franchising authority for the state’s cable television companies.  In the industries that are still wholly regulated, PURA balances the public’s right to safe, adequate and reliable utility service at reasonable rates with the provider’s right to a reasonable return on its investment. PURA also keeps watch over competitive utility services to promote equity among the competitors while customers reap the price and quality benefits of competition and are protected from unfair business practices.

PURA currently has a job opportunity for a Public Utilities Director of Utility Regulation for the Electric Sector. The position will be located at Ten Franklin Square, New Britain, CT 06051. This position is 40 hours per week, Monday - Friday, from 8:00 am to 5:00 pm.

The position of Director of Utility Regulation, Electric Sector, will be responsible for managing all of the dockets and other agency actions related to the discharge of PURA's duties with respect to electric sector oversight; supervising staff assigned to the unit; coordinating with the PURA Adjudications Director, Assistant Attorney General assigned to PURA, and counterparts at the Bureau of Energy & Technology Policy on regional and federal electric sector matters.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection, Public Utilities Regulatory Authority Operations, this class is accountable for directing the activities of a group or groups of technical units.

EXAMPLES OF DUTIES

Directs staff and operations of technical units in the division; coordinates, plans and manages unit activities including evaluation of applications for rate changes, expansion of plant and equipment and other utility activities; formulates program goals and objectives; assists in development of related policy; interprets and administers pertinent laws; evaluates staff; maintains media and state and federal legislative and regulatory contacts; directs research, analysis and evaluation of economic, environmental, technical and financial aspects of public policy issues relevant to agency work; reviews work for accuracy and completeness; initiates and coordinates specific studies and programs involving regulatory actions; directs staff activities in connection with audit examination of utility companies' books and records for compliance with regulations and procedures and in connection with reviews of financial records, accounting reports and cost of money analyses; directs staff review of applications for new financings, investigations of condition of utility plant, quality of utility service and accidents involving utility equipment; directs staff assessments of existing and proposed technologies; coordinates and directs development of computer models and other analytical techniques; develops and maintains computerized systems in support of analytical and informational needs of department; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles and practices of and technical matters pertaining to regulation of assigned areas in cable television, electric, gas, telecommunications and/or water; considerable knowledge of analytical techniques and computer modeling; considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal laws, statutes and regulations; knowledge of and ability to apply management principles and techniques; considerable interpersonal skills; considerable oral and written communication skills; ability to prepare and edit complex documents.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Two (2) years of experience in a supervisory capacity over professional staff engaged in public utility regulation. Supervisory capacity is defined as scheduling, assigning, overseeing work and establishing performance standards for employees and taking corrective measures to implement those standards.

PREFERRED QUALIFICATIONS

Knowledge of, or experience in any of the following areas: grid modernization, distribution system planning, regional and federal energy markets, integration of distributed energy resources, innovative rate design, financing of clean energy resources, electric vehicle deployment, energy storage, performance based ratemaking. Demonstrated experience in managing complex projects in a team environment, including developing schedules; tracking progress; assigning, reviewing, and ensuring high quality work product. Strong analytical and technical skills, including performing and/or supervising complex technical analysis with great attention to detail, and communicating complex technical concepts in concise, understandable terms.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.
2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
