DRS is recruiting for a Tax Attorney 2 for the Downtown Hartford office at 450 Columbus Boulevard. This Tax Attorney 2 position will work in the Litigation & Collections Enforcement Unit of the Department’s Office of Civil Resolution & Criminal Enforcement. This position will assist with matters relating to the application of the various criminal statutes administered by the Department and providing legal counsel to the law enforcement units within the Department.

This is a full-time, 40 hour/week position. The hours are 8 am – 5 pm, Monday - Friday.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Revenue Services this class is accountable for independently performing a full range of tasks in settling the more complex questions arising under tax laws by conducting litigation or by interpreting and analyzing tax statutes, regulations and rulings, giving technical and legal guidance to department administrators and prosecuting necessary legal action.

EXAMPLES OF DUTIES

Conducts litigation before courts to settle more complex inheritance tax cases; prepares briefs on questions involved in litigation; interprets and analyzes taxing statutes and/or regulations and rulings for employees and the public; gives technical advice and guidance to administrative officers and section heads at hearings and conferences; assists in preparation of recommended rulings and regulations; follows up preparation and handling of delinquency cases; presents or assists in presentation of cases in any court proceedings including those initiated by administrators; may furnish advice and guidance to probate court personnel on tax matters; may advise the public, other attorneys and accountants in preparation of inheritance tax returns and administration of estates; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of legal procedures and practices; considerable knowledge of court proceedings and practices; considerable knowledge of statutes and case law pertaining to state taxes; considerable interpersonal skills; considerable oral and written communication skills; considerable ability to apply judicial decisions to interpretation of statutes; considerable ability to analyze legal documents; considerable trial and appellate ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Three (3) years of experience in the practice of law handling tax matters or in the preparation and presentation of cases in litigation.

PREFERRED QUALIFICATIONS

The ideal candidate should have knowledge and experience in criminal procedures and practices, familiarity with state statutes and case law pertaining to state taxes and an ability to apply judicial decisions to interpretation of statutes.

SPECIAL REQUIREMENTS

Incumbents in this class must be admitted to practice law in the State of Connecticut.
