Introduction

This position is in DDS’ South Region’s Individual and Family Support Division located in Wallingford.  This is a 40-hour per week position with a schedule of 8:00am-4:30pm.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In a Region or Training School in the Department of Developmental Services, this class is accountable for planning, organizing and directing a variety of complex program services, for persons with intellectual disability, in one of the following areas: Day Services, Residential Programs or Family Services.

EXAMPLES OF DUTIES

Supervises, directs and coordinates the activities of program services provided to persons with intellectual disability in one of the following areas: Day Services, Residential Services or Family Services; supervises the planning, development and implementation of a service system for persons with intellectual disability in such services as Residential Services, Social Services, Community Services, Psychology and Nursing; assists in the development of regular community programs that service persons with intellectual disability i.e. transportation, recreation, medical and therapeutic services, employment, and housing; oversees or manages a staff engaged in the daily operation of resource services i.e. case management, clinical services, staff training, day services (children and adult programs) or residential services i.e. campus units, group homes, community companion homes, apartment living and respite service; act as liaison with parents, citizens advocacy and advisory groups, private providers and interested citizens and participates in planning and program monitoring; directs the placement of persons with intellectual disability from training schools to regional residences and day services; assures receipt of case management and program support service to persons with intellectual disability; identifies necessary programs and develops work plans to ensure service availability; participates in monitoring public and private programs, evaluation of reports and development of plans of correction as needed; assures that persons with intellectual disability are protected from abuse, neglect and other prohibited practices; develops and implements plans of correction with the Office of Protection and Advocacy; participates in the development and implementation of contracts with private providers for the purchase of needed services and monitors the delivery of contracted services; maintains a five-year plan for persons with intellectual disability receiving or requiring services and issues annual updates; conducts staff performance evaluations and reviews staff progress in enhancing performance; identifies areas of staff training and provides on-going training; develops budget requests and allocation plans; monitors expenditure reports for units administered; assures adherence to Department policies, procedures and regulations and to applicable federal, state and local statutes and regulations; performs related duties as required.

PREFERRED QUALIFICATIONS

Extensive skills in overseeing the distribution of family grant funding to individuals and families living with complex intellectual disabilities, health challenges and serious and persistent mental illness including but not limited to funding for house modifications, vehicle modification, respite, emergency housing and emergency staffing.   Significant skills and experience in working with people who have complex legal histories and forensic involvement, knowledge of strategies for prevention abuse and neglect, knowledge of current definitions of abuse and neglect and DDS safety protections.    Experience in dealing with immediate and non-immediate protective service plans, knowledge of community and state clinical services including psychology, physical therapy, occupational therapy and nursing.  Knowledge of community resources and state plan services, experience with and knowledge of the Behavioral Services Program (BSP), services for children with intellectual disabilities and complex mental health challenges, supervising case management, advocacy and employment staff.  Knowledge of self-determination self-hire system, fiscal intermediary operations, state plan services, including community first choice and money follows the person, training/presentations on Healthy Relationships, onboard training, employment, bullying, budgeting, self-determination, self-direction, cost standards, abuse and neglect prevention, and waiver assurances  Experience in presentations to local education authorities, schools, hospitals and other agencies.
