PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection this class is accountable for managing activities of the Connecticut Intelligence Center (CTIC), the State’s Fusion Center.

SUPERVISION RECEIVED

Receives direction from the Fusion Center Intelligence Director or other administrative official of higher grade.

SUPERVISION EXERCISED

Manages staff and operations.

EXAMPLES OF DUTIES

  • Manages staff and operations;
  • Coordinates, plans and manages sharing of homeland security and/or crime related information and intelligence with federal, state, municipal, tribal and private sector entities;
  • Assists in formulation of program goals and objectives;
  • Develops or assists in development of related policy;
  • Interprets and administers pertinent laws;
  • Evaluates staff;
  • Prepares or assists in preparation of department budget including Federal Program funds;
  • Maintains contact with individuals both within and outside the organization who might impact on program activities including federal and state agencies and municipal officials;
  • Manages collection, integration, evaluation, analysis of raw and confirmed intelligence data;
  • Designs and develops methods to track local, state, national and international trends;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May draft comprehensive briefs and reports focused on current threat level intelligence;
  • May perform on-call duties as required;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

    • principles and practices of the National Criminal Intelligence Sharing Plan and Intelligence and Information Sharing Initiative;

    • national/international criminal/terrorism data systems and cycle;
    • state and federal constitutional and statutory privacy and civil liberties provisions;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in the collection, analysis and sharing of intelligence and criminal information.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in criminal justice, law enforcement, political science or a closely related field may be substituted for one (1) additional year of the General experience.

SPECIAL REQUIREMENTS

  • Must obtain a Federal Bureau of Investigation Secret Security clearance or a Department of Homeland Security Secret Security clearance within one (1) year of appointment to class.
  • Incumbent in this class must possess and retain a valid Motor Vehicle Operator's License.
  • Incumbent in this class may be required to travel.
  • Emergency management drills and actual emergencies may require work outside of normal business hours.

CHARACTER REQUIREMENTS

In addition to reference check and facts stated in application, a thorough background investigation of each candidate may be made by the United States Department of Homeland Security and/or the Connecticut Department of Emergency Services and Public Protection before candidates are certified for permanent appointment.
