PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Commission on the Deaf and Hearing Impaired, this class is accountable for supervising the program and staff of the Counseling Division engaged in the provision of counseling and/or guidance services to deaf and hearing impaired clients.

SUPERVISION RECEIVED

Receives general direction from the Executive Director or other employee of higher grade.

SUPERVISION EXERCISED

Supervises professional and clerical staff as assigned.

EXAMPLES OF DUTIES

Schedules, assigns, oversees and reviews the work of staff; provides staff training and assistance; conducts performance evaluations; determines priorities and plans unit work; establishes and maintains unit procedures; develops or makes recommendations on development of policies and standards; acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; prepares reports and correspondence; speaks to lay and professional groups regarding Counseling Center programs; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of relevant agency policies and procedures; considerable knowledge of relevant state and federal law, statutes and regulations; considerable knowledge of special problems and needs of the deaf and hearing impaired; considerable knowledge of programs and services available to the deaf and hearing impaired; considerable interpersonal skills; considerable oral and written communication skills; ability to plan, organize and supervise counseling programs and services for the deaf and hearing impaired; ability to communicate effectively with deaf and hearing impaired persons; ability to prepare reports; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience on a technical level in individual, family or group counseling.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Three (3) years of the General Experience must have been in an organization, agency or institution engaged in programs serving the deaf and hearing impaired.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training in the behavioral sciences may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in counseling, psychology, rehabilitation or social work with courses in the field of deafness and hearing impairment may be substituted for one (1) additional year of the General Experience.
  3. For State employees, two (2) years of experience as a Counselor for the Deaf and Hearing Impaired may be substituted for the General and Special Experience.

SPECIAL REQUIREMENTS

Incumbents in this class must be able to communicate fluently in American Sign Language.
