PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for independently performing a full range of tasks in inspecting water purification, sewage, and industrial waste treatment plants; conducting sanitary surveys; inspecting public and semipublic water supplies and watersheds; investigating potential or existing sources of pollution for the purpose of pollution control of public waterways or inspecting solid and hazardous waste treatment and disposal facilities and reviewing plans for such facilities and conducting investigations of groundwater contamination.

SUPERVISION RECEIVED

Works under the general supervision of a Supervising Environmental Engineer or an employee of higher grade.

SUPERVISION EXERCISED

May lead lower level engineers, analysts, or other employees as assigned

EXAMPLES OF DUTIES

Investigates pollution control in public waterways, industrial plants, public and private sewer systems, industrial waste treatment plants and sewage disposal plants, and solid or hazardous waste treatment and disposal facilities; conducts field surveys and studies of topography, soil filtration, installation, and operation of equipment; collects samples and takes flow measurements; prepares reports, sketches, plans, and diagrams of factors affecting pollution; performs preliminary chemical analysis of wastes; confers with industrial and municipal officials concerning pollution problems; assists with surveys and investigations; may testify at hearings; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of principles, practices, and methods of sewage and industrial waste treatment and water pollution control; knowledge of principles and practices of water resources, solid and hazardous waste treatment and disposal; knowledge of principles and practices of other phases of environmental engineering dealing with water supply, water treatment, waste disposal, etc.; interpersonal skills; oral and written communication skills; ability to conduct detailed engineering investigations and studies relating to pollution and pollution control; ability to prepare, review, and evaluate plans and sketches of industrial waste and sewage treatment facilities; ability to conduct and interpret chemical, bacteriological, and microscopic analyses of water and wastes.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in environmental engineering involving groundwater, the design, construction, or operation of water, sewage, industrial, solid or hazardous waste treatment plants and equipment, the inspection and regulation of water supplies or the investigation of environmental and waterway pollution problems.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  1. College training in civil, chemical or environmental engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  2. A Master's degree in civil,  chemical or environmental engineering may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

Incumbents in this class may be required to travel.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from on-site environments and a moderate degree of discomfort from exposure to year-round weather conditions.

COMPENSATION GUIDELINES

1. The classification of Environmental Engineer 2 (Environmental Protection) is assigned to Salary Group FS 22a.
2. Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 23.
3. The Job Code is identified as Salary Plan FE in CORE-CT.
