PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for performing a full range of tasks involving engineering studies and investigations of plant, equipment, facilities and services of utility companies to ensure customer needs are adequately met and equity is achieved among customer, societal and corporate interests.

SUPERVISION RECEIVED

Works under the general supervision of a Public Utilities Supervisor of Technical Analysis or other employee of higher grade.

SUPERVISION EXERCISED

May lead engineering personnel of lower grade and clerical personnel as assigned.

EXAMPLES OF DUTIES

  • Inspects and evaluates supply, storage, distribution, treatment and overall adequacy of water and sewer systems; 
  • Monitors utility testing programs including nonrevenue water improvement efforts; 
  • Checks proper pressure gradient design and analyzes hydrant flow studies; 
  • Evaluates interconnection and main extension proposals; 
  • Reviews applications for issuance of Certificate of Public Convenience and Necessity; 
  • Performs engineering calculations; 
  • Performs cross examination of expert and utility company witnesses regarding depreciation studies, cost of service studies, capital budgeting for respective utility company facilities and operation and maintenance of utility plants; 
  • Reviews depreciation studies using statistical techniques (Iowa curves, etc.) to analyze historical data, statistical and engineering judgment, cost of service studies, detailed utility company project submittals and utility company policies and practices; 
  • Prepares cross examination materials; 
  • Drafts engineering portions of decisions and orders; 
  • Develops and interprets statutes and regulations; 
  • Provides technical support to commissioners and others; 
  • Examines exhibits and reports submitted by utility companies; 
  • Inspects and makes independent reports on utility plant and equipment; 
  • Investigates accidents involving utility plants and equipment; 
  • Surveys accident locations; 
  • Interviews witnesses; 
  • Prepares detailed reports of such investigations; 
  • Recommends elimination of dangerous conditions or practices; 
  • Investigates and analyzes utility company proposals to transfer ownership and to dispose of or lease real property; 
  • Monitors and investigates various operations of utility companies including optional services and metering functions; 
  • May oversee testing of customer water meters for accuracy; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of principles, practices and engineering standards of utilities operations; 
  • Knowledge of utilities construction budgeting, depreciation and cost of service studies;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in the field of civil, mechanical, hydraulic or environmental engineering.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in the respective disciplines outlined under General Experience may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • Successful completion of an Engineer Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.

COMPENSATION GUIDELINES

  • The classification of Public Utilities Engineer 1 (Water) is assigned to Salary Group FS 22a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group FS 23.
  • The Job Code is identified as Salary Plan FE in CORE-CT.
