PURPOSE OF JOB CLASS (NATURE OF WORK)

At the University of Connecticut, Storrs this class is accountable for supervising the operation and maintenance of the cogeneration power plant.

SUPERVISION RECEIVED

Receives general direction from the Utilities Facility Manager or other employee of higher grade.

SUPERVISION EXERCISED

Supervises Lead Power Plant Operators, Power Plant Operators and other staff as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans power plant work; 
  • Establishes and maintains power plant procedures; 
  • Develops or makes recommendations on development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Adheres power plant production and performance to all state and federal regulations; 
  • Authorizes and/or supervises emergency or preventive maintenance shut-down and or start-ups; 
  • Assists in preparation of budgets and makes recommendations for equipment purchases or contractual repairs; 
  • Answers inquiries with regard to university user services to ensure customer satisfaction; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant agency policies and procedures; 
    • relevant state and federal laws, statutes and regulations; 
    • cogeneration power plant operations and distributed control systems; 
    • theory and application of operation of large steam turboelectric generating equipment and large high pressure boilers equipped with super heaters; 
  • Considerable
    • interpersonal skills; 
    • oral and written communication skills; 
  • Ability to utilize computer software;
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Five (5) years of experience in a cogeneration power plant which includes the operation, maintenance and repair of combustion turbines, heat recovery steam generators, steam turbines, emergency generators, boilers, chillers, distributed control systems and ancillary equipment.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a lead capacity.

NOTE: For state employees this experience is interpreted at the level of a Lead Power Plant Operator.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in mechanical engineering or a related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of three (3) years for a Bachelor's degree.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties.
  • A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to noise, dust, heat and risk of injury from equipment.
