PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Judicial Review Council this class is accountable for directing the day-to-day operations of the Council.

SUPERVISION RECEIVED

Receives executive direction from the Chairperson of the Judicial Review Council.

SUPERVISION EXERCISED

Directs staff of Council.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Judicial Review Council;
  • Coordinates, plans and manages operations of the Council;
  • Reviews all initial complaints and prepares summary of documentation for submission to the Council;
  • Investigates complaints about judges, Workers' Compensation commissioners and family support magistrates and presents evidence to the Council;
  • Drafts letters, charges, notices and other documentation as directed by the Council;
  • Prepares and presents evidence at hearings;
  • Monitors legislative activity that may impact operations;
  • Drafts proposed legislation and presents at legislative hearings;
  • Amends regulations as needed to comply with changes in law;
  • Conducts legal research;
  • Prepares and monitors agency budget;
  • Maintains contacts with individuals within and outside of agency who might impact policy or program activities;
  • Assists in preparation of annual report of agency activities;
  • Consults with the Chairperson as needed; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May respond to media inquiry;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of 
    • relevant state and federal laws, statutes and regulations;
    • law and legal process, principles and practices, administrative law, constitutional law and rules of evidence;
    • Uniform Administrative Procedures Act;
  • Knowledge of
    • and ability to apply management and business principles and practices;
    • legislative process;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in the practice of law trying cases in all Connecticut courts. 

NOTE: Incumbents in this class cannot be affiliated with any law firm that currently practices or could practice before Connecticut courts.

COMPENSATION GUIDELINES

To be paid at a rate between $50.00 and $60.00 per hour based on qualifications and experience.
