PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Emergency Services and Public Protection, this class is accountable for independently providing communication links between law enforcement, emergency services and the general public having statewide and nationwide impact.

SUPERVISION RECEIVED

Works under the general supervision of a State Police Lead Dispatcher or other employee of higher grade.

SUPERVISION EXERCISED

May lead State Police Dispatcher Trainees or other lower level staff as assigned.

EXAMPLES OF DUTIES

Operates, monitors and maintains various complex communications equipment such as digital radio communications systems, computer aided dispatch (CAD), multi-line telephone system, enhanced 911 telephone system, surveillance video systems, security and fire alarm systems, telecommunication device for the deaf and hard of hearing (TDD) and other office related communications equipment; dispatches and responds to multiple emergencies simultaneously and formulates strategies required to expedite resolution of these situations; maintains radio communications with various law enforcement and emergency services personnel both statewide and nationwide; researches and provides sensitive information on matters such as stolen vehicles, criminal records, motor vehicle data and law enforcement information to both statewide and nationwide law enforcement and emergency services personnel; coordinates emergency and specialized personnel mobilization efforts with Emergency Services and Division of Fire, Emergency and Building Services when emergency situations occur such as bomb threats, drownings, searches, rescues, arson, etc.; coordinates, contacts, advises and apprises agency units and/or agencies such as the Federal Bureau of Investigation, Federal Aviation Administration, Departments of Consumer Protection and Energy and Environmental Protection and local police departments regarding incidents of special concern within their jurisdiction; interprets and applies state statutes and regulations relating to various law enforcement and criminal issues; independently responds to calls from the general public, determines and evaluates whether emergency or non-emergency, prioritizes accordingly and takes appropriate action; maintains records of all incidents utilizing a CAD system as well as numerous other logs to record daily activities; may provide training by instructing State Police Dispatcher Trainees on methods, procedures, use of communications equipment and handling of unique incidents; reviews and assesses work to insure proper handling of all communications; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Knowledge of and ability to operate, maintain and monitor complex communications equipment; knowledge of terminology, coding, symbols and standard abbreviations used in radio communications; knowledge of laws, rules and regulations governing radio communications equipment; knowledge of and ability to interpret and apply state and federal laws, statutes, regulations and procedural guidelines relating to law enforcement; knowledge of basic first aid and safety procedures; interpersonal skills; computer keyboarding skills; ability to listen and communicate calmly, effectively and courteously with the public and emergency personnel in emergency and non-emergency situations; ability to speak proper English and to enunciate clearly; ability to function and react calmly, effectively and efficiently under stress; ability to determine priorities among multiple issues as well as analyze problems and take appropriate actions; ability to exercise discretion in handling confidential information; ability to follow oral and written instructions; ability to maintain manual and electronic records.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Successful completion of the Department of Emergency Services and Public Protection State Police Emergency Dispatcher Trainee program.

SPECIAL REQUIREMENTS

1. Incumbents in this class must possess certification as a Telecommunicator.
2. Incumbents in this class must possess and retain certification in National Crime Information Center (NCIC) and Connecticut On-Line Law Enforcement Communications Teleprocessing (COLLECT) systems.
3. Incumbents in this class must possess a high school diploma or General Educational Development (GED) certification.
4. Incumbents in this class may be required to work a schedule that includes weekends, evenings and holidays.

CHARACTER REQUIREMENTS

In addition to the checking of references and facts stated in the application a thorough background investigation of each candidate will be made before persons are certified for permanent appointment.

PHYSICAL REQUIREMENTS

1. A physical examination may be required by the appointing authority.
2. Incumbents in this class must possess normal hearing and vision.

WORKING CONDITIONS

Incumbents in this class may be required to work in tiring positions for long periods of time in a stressful environment.
