PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Departments of Developmental Services and Social Services this class is accountable for planning, organizing and managing a major program.

SUPERVISION RECEIVED

Receives executive direction from the Commissioner or other administrative official of higher grade.

SUPERVISION EXERCISED

Manages staff of program.

EXAMPLES OF DUTIES

  • Manages staff and operations of a program;
  • Coordinates, plans and manages activities;
  • Formulates program goals and objectives;
  • Develops or assist in development of related policy;
  • Evaluates staff;
  • Analyzes federal and state statutes, programming documents and regulations to ensure appropriate policies and procedures;
  • Determines priorities and develops necessary plans to meet program objectives;
  • Maintains contacts with individuals and officials within and outside of unit who might impact program regulatory policies and procedures;
  • Reviews statutes and regulations;
  • Prepares reports and correspondence;
  • Serves on committees and task forces seeking input from field public, constituents and other related officials;
  • Serves as agency point of contact for all legislative and regulatory activities;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • relevant state and federal laws, statutes and regulations;
    • relevant agency policies and procedures;
    • principles and methods of social services programs and administration;
  • Knowledge of
    • and ability to apply management principles and practices;
    • methods and procedures of regulatory and legislative research and processes;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to
    • interpret and recommend administrative regulations;
    • analyze problems and recommend appropriate action;
    • analyze and interpret statistical reporting data.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in a social service agency providing planning and development of legislative and/or regulatory programs.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been in a supervisory or consultative capacity with programmatic and administrative responsibilities.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a closely related field may be substituted for one (1) additional year of the General Experience.
