PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the State Comptroller this class is responsible for supervising the auditing and processing functions of the payroll system.

GUIDELINES FOR JOB CLASS USE

This class can be used in the following ways:
1. In the Payroll Services Division, for those responsible for supervising staff performing auditing and processing functions.
2. In the CORE-CT Payroll Module Unit to support complex statewide payroll processes in both the production and testing environments.

SUPERVISION RECEIVED

Receives general direction from the Assistant Director of Central Payroll or the Payroll System Manager.

SUPERVISION EXERCISED

In the Payroll Services Division, supervises an assigned staff of Payroll Coordinators and Examiners involved in the processing of payrolls.

EXAMPLES OF DUTIES

Supervises accurate and timely processing of payrolls and payroll generated payments within parameters of payroll cycle; reviews, analyzes and recommends procedures and systems to enhance operations of payroll system; implements system modifications and improvements to meet new requirements; interacts with agency payroll staff, consultants and non-payroll system professional and technical staff involved in systems and applications development; reviews training manuals, training programs and procedural manuals dealing with payroll processing; investigates problems within payroll processing system; identifies and implements corrective actions; coordinates workflow among agencies and units involved in payroll processing; interprets and applies complex payroll policies and procedures; reviews validation error reports and directs corrective actions; reconciles and balances reports; trains staff in complex operations of payroll system functions; advises agency payroll staff on system and procedures; performs related duties as required.

CORE-CT PAYROLL MODULE UNIT: Processes statewide production payroll; monitors statewide payroll processing to identify, analyze and resolve system related errors; supports backend payroll processes that integrate with related CORE-CT modules; maintains configuration and code data; processes payroll in test environments; performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of payroll processing; considerable knowledge of payroll auditing principles and procedures; considerable skill in performing arithmetical computations; considerable ability to analyze payroll deductions and their interrelationships in processing of payrolls; ability to prioritize work under rapidly changing conditions and significant time constraints; ability to establish and maintain effective work relationships; ability to operate office equipment including computer terminals or other automated equipment; supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in the processing of a large, complex payroll.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of two (2) years.
2. Two (2) years of experience as a Payroll System Coordinator or Payroll Officer 1 may be substituted for the General Experience.
