PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Developmental Services this class is accountable for supervising Quality Review Specialists engaged in the evaluation and monitoring of facilities, programs and agencies for individuals with an intellectual disability or other related conditions and/or determining eligibility for state licensure and other programs.

SUPERVISION RECEIVED

Receives general direction from the Director of Quality Assurance or other employee of higher grade.

SUPERVISION EXERCISED

Supervises Quality Review Specialists and other staff as assigned.

EXAMPLES OF DUTIES

  • Schedules, assigns, oversees and reviews work of staff;
  • Provides staff training and assistance; 
  • Conducts performance evaluations;
  • Determines priorities and plans unit work;
  • Establishes and maintains unit procedures;
  • Develops or makes recommendations on development of policies and standards;
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;
  • Prepares reports and correspondence;
  • Develops and implements new quality measures and methods;
  • Provides training and technical assistance to other members of department, public and private providers;
  • Analyzes situations of immediate and serious threat to health and safety of individuals;
  • Provides guidance in the development of corrective action plans;
  • Evaluates plans of correction to determine acceptability and ensure such situations are immediately corrected;
  • May perform on site evaluations independently or as a team leader to resolve special problems
  • May participate or testify in administrative and legal proceedings regarding service quality, program requirements and regulations;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply relevant state and federal laws, statutes and regulations and local ordinances;
    • relevant agency policies and procedures;
    • principles and practices of inspection, evaluation, compliance and quality improvement;
    • modern methods of care, treatment and or education of individuals with an intellectual disability;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to evaluate active treatment service;
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience working in a health facility or defined service setting serving individuals with an intellectual disability or other related conditions.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in the evaluating and monitoring of programs and services for individuals with an intellectual disability or other related conditions.

NOTE: For state employees this experience is interpreted at the level of a Quality Review Specialist.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in the behavioral sciences, child development, counseling, education, nursing, psychology or licensure as a Physical Therapist or Occupational Therapist may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to possess a current Connecticut license for the appropriate disciplines.
  • Incumbents in this class may be required to travel.
