PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for performing a full range of basic technical tasks and assisting professionals in boating.

SUPERVISION RECEIVED

Initially works under close supervision of a professional employee of higher grade; works more independently with acquired experience.

SUPERVISION EXERCISED

  • May lead permanent and/or seasonal employees and other assigned employees of lower grade.
  • May oversee work of contractors or volunteers and in the Forest Management Division, fire crews.

EXAMPLES OF DUTIES

  • Primarily performs basic technical functions in area of boating; 
  • Completes field inspections and surveys on boating related activities and usage; 
  • Collects, researches and prepares necessary data for federal and state reports, management plans, special projects, studies or other miscellaneous reports; 
  • Responds to inquiries for information, complaints and procedural assistance on regulatory permits, boating education or boating certification; 
  • Assists in development of educational materials and programs; 
  • Operates and maintains boating related equipment; 
  • Composes basic reports and correspondence; 
  • Orders, inventories and maintains materials, supplies and equipment for division; 
  • May review contracts for compliance; 
  • May complete initial drafts and diagrams for regulatory marker permits; 
  • May oversee placement and removal of state regulatory markers; 
  • May prepare maps and graphs; 
  • May maintain navigation charts and files; 
  • May conduct boating education classes and/or instructional sessions and represent division at special events; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Knowledge of
    • basic principles, practices and techniques in boating operations, navigation, operation of compass and Global Positioning Systems (GPS); 
    • federal and state boating laws and regulations;

    • operate and assist in maintaining division boats and vessels; 
    • collect and compile data; 
    • utilize computer software. 

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Four (4) years of technical experience in boating, primarily involving functions such as sampling, data collection, data compilation, boating operations and education.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in an environmental science with related courses in boating may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

  • Incumbents in this class will be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including a current Connecticut Certificate of Personal Watercraft Operation.
  • Incumbents in this class must be willing and able to accept assignment or transfer to any area of the state.
  • Incumbents in this class may be required to obtain and maintain a standard first aid certificate and perform emergency first aid as needed.
  • Incumbents in this class may be required to live on or near work site.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

PHYSICAL REQUIREMENTS

  • Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such fitness as to be able to perform the duties.
  • A physical examination may be required.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from on-site field conditions and a moderate degree of discomfort from year-round weather conditions.
