PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection this class is accountable for supervising, planning and implementing programs related to forestry.

SUPERVISION RECEIVED

Receives general direction from an Energy and Environmental Protection Division Director or other employee of higher grade.

SUPERVISION EXERCISED

Supervises professional, technical and other employees as assigned.

EXAMPLES OF DUTIES

  • Schedules assigns, oversees and reviews work of staff; 
  • Provides staff training and assistance; 
  • Conducts performance evaluations; 
  • Determines priorities and plans work; 
  • Administers federal, state and private grants;
  • Establishes and maintains procedures; 
  • Develops or makes recommendations on development of policies and standards; 
  • Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures; 
  • Prepares reports and correspondence; 
  • Directs, supervises and coordinates compiling and analysis of statistics and data; 
  • Analyzes data and prepares project and other reports; 
  • Reviews fisheries, forestry, wildlife plans to ensure consistency with program objectives; 
  • Acts as a departmental representative at technical and professional meetings; 
  • Advises management on pertinent matters; 
  • Assists in preparation of financial reports, budgets and federal grant requests; 
  • May take an active role in fire control program; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • principles and practices of silviculture, forest management, mensuration, forest products utilization and marketing, forest fire control, forest surveying and type mapping, forest resource protection from fire, insects and disease; 
    • relevant agency policies and procedures; 
    • relevant state and federal laws, statutes and regulations;
  • Knowledge of herbicides and pesticides; 
  • Considerable

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in a field appropriate to forestry.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College training in a field appropriate to forestry may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master’s degree in a field appropriate to forestry may be substituted for one (1) additional year of the General Experience.

NOTE: Experience requiring knowledge of scientific fields such as dendrology, silvics and silviculture, engineering, forest economics, forest influences and forest pathology and entomology and the application of their principles to the production of goods and services is interpreted as appropriate.

SPECIAL REQUIREMENTS

  • Incumbents in this class may be required to travel.
  • Incumbents in this class will be required by the appointing authority to possess and retain certification as a Forester in accordance with Section 23-65h of the Connecticut General Statutes.

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from on-site environments and to a moderate degree of discomfort from exposure to year-round weather conditions.

COMPENSATION GUIDELINES

  • The classification of Environmental Protection Supervising Forester is assigned to Salary Group ES 27a.
  • Employees shall proceed through that salary group and then shall proceed to the maximum salary of Salary Group ES 28.
  • The Job Code is identified as Salary Plan EE in CORE-CT.
