PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Correction this class is accountable for the development and administration of all revenue generating operations within the Correctional Enterprises Division.

SUPERVISION RECEIVED

Receives executive direction from the Commissioner or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff assigned to division.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Correctional Enterprises Division;
  • Plans, develops and coordinates production and marketing of a wide variety of manufactured goods produced under department enterprise programs;
  • Formulates and recommends programs for improvement and cost reduction of existing products and/or processes and development of new ones; 
  • Recommends operating policies in areas of inmate assignments, plant standards and production and distribution of products consistent with overall department objectives; 
  • Expands current market share and investigates other markets for inmate produced goods; 
  • Acts as liaison between department and enterprise regulatory agencies and coordinates enterprise program with other programs in same area;
  • Selects and assigns all staff for enterprise work programs in department;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices; 
    • modern concepts of industrial and/or enterprise management; 
    • principles and practices of marketing and salesmanship; 
  • Knowledge of
    • aim and objectives of a modern correctional enterprise programs;
    • cost accounting principles and industrial budgeting and cost control techniques; 
    • principles of in-service training;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in manufacturing.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Four (4) years of the General Experience must have been in a managerial capacity.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (l5) semester hours equalling one half (l/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
