PURPOSE OF JOB CLASS (NATURE OF WORK)

In a state agency this class is accountable for acting as a working lead and/or for performing the most complex tasks in field inspections and related activities for building construction and maintenance projects.

GUIDELINES FOR JOB CLASS USE

WORKING LEAD: 

  • Incumbents in this class report to a supervisory level class and are assigned full time lead responsibilities in a unit with a minimum of two (2) other employees while performing unit work activities. 
  • For supervisory type duties performed by a working lead, the final and/or "sign-off" authority is vested in the supervisory level employee to whom the lead employee reports.

MOST COMPLEX TASKS: 

  • Incumbents in this class perform work which clearly exceeds the norm and includes a concentration of highly advanced functions within assigned disciplines. 
  • Class use is on a limited or exceptional basis.

SUPERVISION RECEIVED

Receives general direction from an employee of higher level.

SUPERVISION EXERCISED

Leads Building Construction Specialists and other staff as assigned.

EXAMPLES OF DUTIES

WORKING LEAD

  • As assigned by a supervisor, distributes, prioritizes, oversees and reviews office unit work; Provides staff training and assistance; 
  • Conducts or assists in conducting performance evaluations; 
  • Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit office policies and standards; 
  • Prepares reports and correspondence; 
  • Performs related duties as required.

MOST COMPLEX TASKS

  • Oversees inspection of all phases of building construction and maintenance for conformance with building codes and regulations; 
  • Reviews blueprints and shop drawings for adherence to basic plans and specifications; 
  • Evaluates site conditions and other local conditions affecting construction costs and safety; 
  • Inspects construction materials, methods and quality or workmanship; 
  • Evaluates progress in relation to contract terms and conditions; 
  • Determines necessity for specification and design changes and makes recommendations; 
  • Consults with architects, contract engineers, construction personnel and others on problems encountered; 
  • Reviews records and written reports of field inspections; 
  • Reviews and evaluates schedules of values and payments to contractors; 
  • Provides technical advice regarding construction problems related to projects; 
  • Reviews, approves and processes construction documents; 
  • May prepare and administer examinations for building code officials licensure; 
  • May prepare and present mandated education training programs to local code enforcement officials; 
  • May review and prepare written recommendations as to acceptability of requests for modification of state building code; 
  • May review plans and specifications for issuance of building permits and certificates of occupancy; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • methods, materials and equipment used in building design and construction; 
    • zoning and building codes; 
  • Knowledge of major trades areas relative to building construction and maintenance;

    • read and interpret building plans and specifications; 
    • inspect and supervise construction work for conformance with plans and specifications;

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience with construction projects involving all building trades (e.g., plumbing, heating, electrical) OR as a Municipal Building Official.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have included the review and inspection of large scale building projects for building code compliance.

NOTE: Large scale building projects are interpreted as buildings exceeding 12,000 square feet in size and more than one story in height not including apartment buildings and single family residences.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • Licensure as a Municipal Building Official may be substituted for four (4) years of the General Experience.
  • Licensure as an Assistant Municipal Building Official may be substituted for three (3) years of the General Experience.

SPECIAL REQUIREMENTS

  • DEPARTMENT OF ADMINISTRATIVE SERVICES (Office of the State Building Inspector): Incumbents in this class may be required to be licensed as one of the following at the time of appointment: assistant building official, building official, construction inspector, electrical inspector, heating and cooling inspector, mechanical inspector, plumbing inspector.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to some risk of injury or physical harm from construction site environments and some discomfort from year round weather conditions.
