PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services this class is accountable for independently performing a full range of tasks in the procurement of commodities and/or services for statewide use with a focus on contract preparation, negotiation, contract management or customer service outreach and development.

SUPERVISION RECEIVED

Works under the general supervision of a Contract Team Leader or other employee of higher grade.

SUPERVISION EXERCISED

May lead Purchasing Assistants in support of contracting, procurement and customer service activities and other support staff as assigned.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Six (6) years of experience in procurement work with emphasis on contract negotiation or customer service delivery.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • One (1) year as a Fiscal/Administrative Officer performing work involving contract negotiation or customer service delivery may be substituted for the General Experience.
  • Two (2) years as a Purchasing Assistant may be substituted for the General Experience.
  • College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in a related field may be substituted for one (1) additional year of the General Experience.
  • Successful completion of a Connecticut Careers Trainee program approved by the Department of Administrative Services may be substituted for the General Experience.
