PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Economic and Community Development, this class is accountable for the oversight of planning in accordance with responsible growth standards, coordination and construction of complex building projects belonging to the recipient of agency funding.

In the Military Department, this class is accountable for planning and overseeing the construction of complex building projects belonging to the state and/or federal government.

In the Department of Mental Health and Addiction Services, this class is accountable for overseeing complex building projects including design work.

SUPERVISION RECEIVED

Works under the direction of a Community Development Director, the Chief Facilities Management Officer or other employee of higher grade.

SUPERVISION EXERCISED

Supervises staff and oversees consultants as assigned.

EXAMPLES OF DUTIES

Oversees and coordinates services of consultants and contractors on funding recipient or agency construction or planning projects to adhere to environmental, sustainable development and responsible growth principles and practices; recommends and reviews construction management contract services and fees to ensure conformance to requirements of contract documents and sustainable requirements; monitors, recommends and reviews construction management and/or administration firm's execution of contract including project design plans and construction cost estimates for large scale or complex projects; ensures adherence to good engineering practices and compliance to latest engineering codes and standards; reviews projects to ensure compliance with state and federal laws, statutes and regulations; reviews permit applications developed for projects funded by agency or federal government; prepares conceptual roadway, building development, land division and site location plans for complex or large scale agency or federally funded proposals; attends construction workshops and progress meetings to convey management impacts of construction to current contract schedule and budget; reviews and develops construction accounting reports and monitoring programs for internal and external oversight of project; conducts site visits to review compliance with state and federal guidelines and funding conditions; provides assistance in reviewing contract bids and change orders for state or federally funded projects; recommends cost saving measures and construction practices to ensure cost benefits realized on state or federally funded projects; anticipates potential problems and directs resolution in areas of design, contracts scheduling, construction and inspection; communicates with municipal agencies, state agencies, federal government, clients and professional staff to coordinate and facilitate projects; acts as primary liaison between other agency divisions regarding technical and sustainable development planning, engineering and construction issues relating to projects; ensures proper record management and report systems in place; performs related duties as required.

Department of Mental Health and Addiction Services:  Designs and oversees renovations of buildings providing inpatient and/or outpatient healthcare services, including design of HVACR, plumbing, and electrical systems, and information technology and architecture. 

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of principles, practices and methods of large scale building construction and/or renovation; considerable knowledge of sustainable development practices and responsible growth principles; considerable knowledge of building construction and/or renovation management concepts; considerable knowledge of relevant state and federal laws; knowledge of environmental policies and practices; knowledge of building materials and design work including trade areas, information technology and architecture; considerable interpersonal skills; oral and written communication skills; ability to plan, direct, coordinate, supervise, expedite and evaluate work of construction management and/or administration firms and other technical staff involved in design, review and construction of particularly large complex building projects; ability to maintain records and prepare reports.

Department of Mental Health and Addiction Services: Knowledge of mental health hospital design and codes, including ligature codes and issues; knowledge of hospital accrediting body standards; knowledge of and skill in computer aided drafting (AutoCAD).

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in the engineering design and review of large construction projects including environmental planning and land preparation, utility services and sustainable development practices for housing development and/or specialty and commercial buildings.

Department of Mental Health and Addiction Services:  Eight (8) years of experience in design and construction of large projects including mental health facilities.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have included responsibility for project administration of large complex construction projects.

Note: Large complex projects are not intended to include residential homes.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training in architecture or engineering may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

2. A Master's degree in architecture or engineering may be substituted for one (1) additional year of the General Experience.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to travel.

2. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license. 

COMPENSATION GUIDELINES

1. The classification of Building Construction Project Supervisor is assigned to Salary Group ES 28a.

2. Employees shall proceed through that Salary Group and then shall proceed to the maximum salary of the next Salary Group.  

3. This Job Code is identified with Salary Plan EE.
