PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Labor, Division of Regulation of Wages, this class is accountable for directing sections engaged in planning, development and coordination of the Wage Enforcement and Wage and Hour Sections.

SUPERVISION RECEIVED

Receives executive direction from the Director of Regulation of Wages Division or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of sections.

EXAMPLES OF DUTIES

  • Directs staff and operations of wage enforcement and wage and hour sections;
  • Coordinates, plans and manages section activities;
  • Formulates section goals and objectives;
  • Develops or assists in development of related policy;
  • Interprets and administers pertinent laws;
  • Evaluates staff; 
  • Prepares or assists in preparation of section budget;
  • Maintains contacts with individuals both within and outside of section who might impact section activities; 
  • Coordinates enforcement activities to ensure compliance;
  • Plans workflow and assignments with field supervisors and measures effectiveness;
  • Reviews investigator’s reports to determine if further action is warranted;
  • Makes periodic field visits with investigators;
  • Develops and updates operational procedures;
  • Recommends procedures for conduct of special investigations;
  • Provides staff training;
  • Supervises preparation of evidence for presentation in hearings or court cases;
  • Conducts staff meetings;
  • Maintains liaison with United States Department of Labor concerning respective responsibilities and attendant complexities of laws and regulations;
  • Corresponds with employees and complainants and responds to public inquiries relative to wage and hour laws;
  • Assists Director in conducting hearings of contested cases, budget planning, staff allocation and hiring;
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May speak before interested groups;
  • Performs related duties as required.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of employment in the enforcement of labor legislation.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity at the level of a Field Supervisor of Wage Regulation.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
