PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Public Health, Public Health Laboratories this class is accountable for directing the scientific programs and operations of the Administrative and Scientific Support Services Division and assisting the Director of Public Health Laboratories in planning, organizing and administering the Public Health Laboratories.

SUPERVISION RECEIVED

Receives administrative direction from the Director of Public Health Laboratories or other administrative official of higher grade.

SUPERVISION EXERCISED

Directs staff of division.

EXAMPLES OF DUTIES

  • Directs staff and operations of the Administrative and Scientific Support Services Division including preparing, sending, receiving collection kits, processing biological and environmental samples and specimens, preparing culture media, providing glassware and laboratory materials and equipment, procuring contractual services, equipment and supplies necessary to operate and maintain laboratory and properly dispose of infectious and hazardous waste; 
  • Prepares budget for Public Health laboratory; 
  • Coordinates and directs building health and safety program; 
  • Oversees security of laboratory building, equipment and employees; 
  • Oversees printing and mailing of laboratory results.; 
  • Develops, implements and evaluates division policies, goals and objectives; 
  • Designs and develops division programs and activities; 
  • Implements new procedures and procedural revisions; 
  • Determines appropriate staffing levels and directs management and coordination of staff; 
  • Designs and implements performance review standards for division staff; prepares division budget; 
  • Maintains contacts with individuals within and outside of division who might impact on policy or program activities; 
  • Prepares comprehensive reports and scientific and educational papers; 
  • Speaks to professional and lay groups; 
  • Leads the recruitment and hiring of staff, including outreach, interview and selection;
  • May perform duties of Director of Public Health Laboratories in their absence; 
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • and ability to apply management principles and practices;
    • relevant state and federal laws, statutes and regulations;
    • large scale laboratory operations including laboratory equipment and processes from receipt of specimens to final disposition or disposal of toxic and infectious materials; 
    • procurement process for specialized laboratory equipment and supplies; 
    • health and safety regulations applicable to chemical and biological laboratories; 
    • laboratory building construction, maintenance and operations; 
    • applications of laboratory science in public health programs
  • Knowledge of
    • budget processes;
    • human resource practices; 
  • Considerable
    • interpersonal skills;
    • oral and written communication skills.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Ten (10) years of experience in a public health, general biological, clinical or chemical laboratory.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been in a supervisory capacity in a major program in public health, biological sciences, chemical sciences or clinical laboratory work.

NOTE: For state employees, this experience is interpreted at the level of a Supervising Microbiologist or Supervising Chemist.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

  • College education in the biological or chemical sciences or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
  • A Master's degree in the biological or chemical sciences may be substituted for one (1) additional year of the General Experience.
  • A doctoral degree in the biological or chemical sciences may be substituted for seven (7) years of the General Experience.

SPECIAL REQUIREMENTS

  • Incumbents in this class must be willing to periodically undergo tests or immunizations for communicable diseases.
  • Incumbents in this class may be required to travel.
