PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Office of the State Building Inspector this class is accountable for performing as a working supervisor in the steam boiler certification and inspection programs.

SUPERVISION RECEIVED

Receives general direction from an employee of higher grade.

SUPERVISION EXERCISED

Supervises boiler inspectors and other staff as assigned.

EXAMPLES OF DUTIES

  • Assigns and supervises inspections of steam boilers;
  • Performs field inspections of steam boilers for compliance with state laws and regulations;
  • Performs in-depth investigations of accidents involving boiler and hot water devices;
  • Review plans for new installations and conducts initial inspection testing;
  • Develops and implements administrative and operational procedures for conducting steam boiler inspections;
  • Certifies special inspectors and monitors their inspection reports;
  • Provides follow up on violations noted;
  • Reviews reports and issues abatements;
  • Provides training for boiler inspectors;
  • Represents state in manufacturer shop review program;
  • Supervises collection of certification fees;
  • Performs related duties as required.

KNOWLEDGE, SKILL AND ABILITY

  • Considerable knowledge of
    • methods and procedures used in manufacture and operation of all types of riveted and welded steam boilers;
    • considerable knowledge of relevant state and federal laws, statutes, regulations and American Society of Mechanical Engineers codes; 
    • considerable knowledge of inspection methods and techniques;
  • Knowledge of state, municipal and federal programs governing construction, installation, operation and maintenance of steam boilers;
  • Considerable
    • interpersonal skills;
    • oral and written communication skills;
  • Ability to utilize computer software;
  • Supervisory ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of experience in the construction, installation, repair and maintenance of steam boilers.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Four (4) years of the General Experience must have been in the inspection of steam boilers for a regulatory agency or an insurance company at the level of Boiler Inspector.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

College training in mechanical engineering or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.

SPECIAL REQUIREMENTS

  • Incumbents in this class must possess at time of appointment and maintain during employment a National Board Inservice Inspector Commission (IS) with Repair (R) stamp endorsement and a current Connecticut license in one of the following categories: S-1, S-2, S-3, or S-4.
  • Incumbents in this class may be required to travel.
  • Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.

WORKING CONDITIONS

Incumbents in this class may be exposed to moderately disagreeable conditions and some risk of injury.
