DESCRIPTION

Under direction, to supervise and review the work of a group of employees processing benefits and reconciling benefit payments; to assist in planning, developing and evaluating the Employee Benefits program; to assist the Human Resources Division Manager over Benefits and to act in his/her absence; and perform other duties as related.    

DISTINGUISHING FEATURES:  

This position is a first level supervisor located in the Employee Benefits Center Division of the Human Resource Services Department.  The incumbent of this class is responsible for supervising a group of employees who administer benefits and other services to Alameda County employees.  The class of Benefits Administration Supervisor is distinguished from the Human Resources Division Manager, Benefits in that the former class is responsible for supervising the day to day operations of the Employee Benefits Center and the latter has responsibility for developing, planning and organizing the Employee Benefits Center and the Disability Programs Division which provides employee benefits, services and disability leave administration.  


EXAMPLES OF DUTIES

NOTE:   The following are the duties performed by employees in this classification.  However, employees may perform other related duties at an equivalent level.  Each individual in the classification does not necessarily perform all duties listed.  

1.  Plans, organizes and reviews the duties of subordinates engaged in the administration of county benefits to employees.  

2.  Supervises and participates in service to county employees by providing oral and written information, answering questions regarding explanations of county salary administration and benefits.  

3.  Supervises, trains and instructs staff regarding county salary, benefit policies and procedures in completing and processing of benefit forms and troubleshooting problems that may arise.  

4.  Develops and implements policy and procedures to effectively manage customer service oriented processes.  Receives and responds to inquiries or complaints related to benefits eligibility/in-eligibility.  

5.  Manages or assists in the maintenance of the Management Cafeteria Benefits and Auditing of benefits to ensure compliance with IRC Section 125 provisions and County guidelines.   EXAMPLES OF DUTIES-continued    

6.  Reviews and evaluates work performance; insures accuracy and conformity to established procedures; prepares manuals of office procedures and instructs subordinates in their use.  

7.  Confers with superiors on office policies and procedures; participates in the reorganization of work procedures as required by change in policy or law.  

8.  Reviews and analyzes benefits administration reports; analyze changes that affect employee eligibility for benefits and implements changes as needed; identify employees affected by new/changed eligibility rules.  

9.  Monitors and audits the Management Cafeteria benefits; ensures compliance with IRC provisions, life insurance reporting; provides backup assistance with reconciliation reports.  

10.  Liaisons with Auditor-Controller staff to establish W-2 reporting requirements for GTL, Deferred Compensation, Retirement; liaisons with Auditor’s Office regarding accrual process; adjusts leave balances; responds to leave balance inquiries and benefit vendor payments.  


MINIMUM QUALIFICATIONS

Either I  

Experience:  

The equivalent of three years full-time experience in the class of Employee  Benefits Specialist or in an equivalent or higher level classification supervising employees processing benefits in the Alameda County classified service.    Completion of the Alameda County Management Academy “Management & Supervision Certificate Program” may substitute for six (6) months of the required qualifying experience.  

Or II

Experience:   The equivalent of five years full-time experience supervising a minimum of three full-time employees who process employee benefits in a benefits program or department of a private or public organization.  

NOTE:  The Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination
